TERMS OF REFERENCE (ToR)

Position: Social Media Monitor
Number of Positions: Two
Reporting To: Social Media Analyst / Team Leader
Duty Station: Kathmandu
Duration: August 2026 – October 2027

1. Background

Digital Rights Nepal is implementing a project to strengthen understanding of Nepal’s digital information environment through systematic monitoring and analysis of social media narratives, including misinformation, disinformation, malinformation, hate speech, discriminatory content, online harassment, digital harms, TF-GBV and other emerging risks. The project will use UNDP eMonitor+ and other approved tools for monitoring and analysis.

2. Purpose of the Position

The Social Media Monitors will work as a coordinated team to monitor social media, collect and document relevant content, maintain datasets, annotate and categorize information, and prepare draft monitoring outputs. Final analysis, quality assurance and approval will remain with the Social Media Analyst and Team Leader.

3. Scope of Work

The Social Media Monitors will:

  • Monitor agreed platforms, keywords, hashtags, accounts, pages, groups and emerging narratives.
  • Collect and document relevant content related to misinformation, disinformation, hate speech, digital harms, online harassment, TF-GBV, threats, incitement and other agreed categories.
  • Maintain source links, screenshots, dates, platforms, languages and other relevant information.
  • Annotate and categorize content using the agreed coding framework.
  • Prepare, clean and maintain monthly datasets in Excel/CSV or other agreed formats.
  • Identify significant trends, emerging narratives, spikes and recurring patterns.
  • Prepare draft monthly bulletins, spot analyses and monthly briefing materials, including relevant tables, charts and evidence.
  • Provide data, examples, trends and assigned inputs for analytical, advocacy and final project reports.
  • Maintain an organized repository of monitoring data and supporting evidence.
  • Incorporate feedback from the Social Media Analyst and Team Leader and revise outputs as required.
  • Follow agreed monitoring, data protection, confidentiality and ethical procedures.

The monitors will primarily prepare draft outputs, which will be reviewed and finalized by the Social Media Analyst/Team Leader.

5. Qualifications and Experience

Education

  • Bachelor’s degree in Communication, Journalism, Media Studies, IT, Social Sciences, Law, Political Science, Development Studies or a related field.

 

Experience

  • At least 2 years of relevant experience in social media/media monitoring, digital research, data collection or content analysis.
  • Experience monitoring major social media platforms.
  • Experience with data collection, annotation, coding and dataset preparation.
  • Experience preparing research briefs, reports or similar outputs is desirable.
  • Knowledge of misinformation, disinformation, hate speech, digital rights or online harms is an advantage.
  • Experience with social media monitoring or analytics tools is an advantage.

 

Skills

  • Excellent Nepali and English.
  • Strong research, documentation and writing skills.
  • Good understanding of social media and online information ecosystems.
  • Ability to work with Excel/CSV and prepare basic tables and charts.
  • Strong attention to detail and ability to meet deadlines.
  • Additional local language skills are an advantage.

 

6. Performance

  • Timely and accurate data collection and submission;
  • Quality of annotation, categorization and datasets;
  • Quality of draft monitoring outputs;
  • Proper documentation and supporting evidence;
  • Ability to identify emerging narratives and trends; and
  • Responsiveness to feedback and compliance with agreed procedures.

 

7. Confidentiality and Ethics

The Monitors shall maintain confidentiality of project information, use only authorized tools and sources, respect privacy and data protection principles, avoid unnecessary collection of personal information, and comply with Digital Rights Nepal and UNDP’s applicable ethical and data protection requirements.

8. Coordination and Reporting

The Monitors will work under the supervision of the Social Media Analyst and Team Leader and coordinate with other project personnel and relevant UNDP focal persons. They will participate in regular review meetings and provide additional data or draft inputs as required.

9. Duration

The assignment will run from August 2026 to October 2027, subject to the terms and conditions of engagement.
