MDMS to be Fully Operational From 5 November 
The Nepal Telecommunication Authority (NTA) is gearing up for the full implementation of the Mobile Device Management System (MDMS). In a notice dated 21 October, the NTA announced that once the mobile security system is fully operational, unregistered mobile handsets will be blacklisted, rendering them non-functional in Nepal starting from 5 November (19 Kartik 2080).
The MDMS system initially went live on 15 May 2023 (1 Jestha 2080). However, due to controversies surrounding customs charges on phones, the NTA maintained it in a limited functional state. The NTA had previously urged mobile phone users to register their devices in the MDMS system by the end of 1 Ashar, prior to the commencement of FY 2080/81 BS, but only a few complied with the request.
National Assembly Endorsed e-Commerce Bill 2080
The National Assembly has unanimously passed the E-commerce bill, 2080′ on 2 November.  E-commerce stakeholders had been suggesting various changes, such as classifying e-commerce, including social media platforms, and removing strict penalties for failure to comply with the legal provision. However, while some lawmakers proposed amendments to consider social media as an electronic platform and eliminate jail terms, these suggestions were not incorporated. The bill will now be discussed in the House of Representatives, offering an opportunity for further review and reform.

UN Forms a High-Level Board to Explore AI Governance
The United Nations has formed a new AI advisory board comprised of 39 experts from various sectors, including government, academia, and industry. The board’s primary goal is to analyze and provide recommendations for the global governance of AI. It will serve as a coordinating body for various AI initiatives within the UN. The UN has been engaging in discussions with industry leaders and stakeholders to develop an AI strategy. The board aims to deliver AI recommendations by the summer of 2024, coinciding with the UN’s “Summit of the Future” event. Its responsibilities include building a global consensus on AI risks, leveraging AI for Sustainable Development Goals, and enhancing international cooperation in AI governance.

Tourism Ministry Introduces New Channels for Complaints
Complaints concerning the Ministry of Culture, Tourism, and Civil Aviation can now be conveniently submitted via Viber and WhatsApp. The ministry has designated the mobile number 9761768315 for this purpose. Additionally, complaints and suggestions can be emailed to ‘Complaint at Tourism.gov.np.’ Ministry spokesperson mentioned that this initiative aims to facilitate direct communication with the ministry, providing the general public with an accessible platform to address any concerns or provide feedback.

Government Allocates Frequency for Smart Meter Reading, M2M, and IoT
The Radio Frequency Policy Determination Committee has designated the 865 MHz to 868 MHz band for Smart Meter Reading, Machine to Machine (M2M), and Internet of Things (IoT) technology. This decision allows for the usage of these frequencies free of charge for non-cellular IoT services and is currently available on a shared basis. The decision is expected to benefit entities like Kathmandu Upatyaka Khanepani Limited and Nepal Electricity Authority (NEA), which have been seeking access to this frequency range for smart meter reading.

Social Media User Arrested for Spreading Misleading Posts Against Nepal Army
A social media user, Dilliram Khanal, has been apprehended on allegations of disseminating deceptive content against the Nepal Army on the social networking platform Facebook. The Cyber Bureau acted upon a request from the Nepal Army, urging legal action against the dissemination of content inciting hate and animosity towards the organization. Following a technical analysis and investigation, it was determined that Khanal had indeed posted such content. As a result, the Kathmandu District Court has extended Khanal’s detention for seven days, in accordance with the Electronic Transaction Act of 2063 BS.

Biden Executive Order Imposes New Rule for AI
President Joe Biden signed an executive order on artificial intelligence (AI) aiming to strike a balance between advancing technology companies, national security, and consumer rights. The order establishes initial guidelines to regulate AI, acknowledging its rapid development and both its potential and risks. President Biden emphasized the need to govern AI to harness its benefits while mitigating its dangers. This order lays the groundwork for potential future legislation and international agreements related to AI. As part of the executive order, the Commerce Department will provide guidance on labeling and watermarking AI-generated content.

Digital Rights Revisited!!
Open future published its paper “Digital Rights Revisited: A right-based approach to building digital public spaces’. This paper examines the role of digital rights in shaping online ecosystems and explores the feasibility of a comprehensive rights-based approach to establish genuine digital public spaces. It discusses the origins of digital rights, rooted in human rights, and highlights historical context where certain categories of human rights were neglected, both in the digital and non-digital realms. The paper underscores the complexity of claiming digital rights, particularly in privately owned platforms that function as digital public spaces, driven by market principles.
The paper identifies limitations in the current conception of digital rights, including challenges in enforcement, neglect of social justice issues, and environmental impacts of technology. It argues that a rights-based approach can counter exploitative business models and protect well-being, but it must expand to include historically marginalized rights like socio-economic rights and environmental protections.
